吉か、凶か

報道によれば、安倍自民党が新たな憲法改正案を検討中らしい。野党を巻き込むために、「天皇元首化、国防軍規定の7条改正、家族尊重規定、露骨な人権制限」など反発が強い日本会議色をいったんそぎ落とし、環境権などの追加でご機嫌をとりつつ、緊急事態条項だけを残す方針とのこと。もちろん、内閣の政令で法律を事実条改変でき、人権を無条件に制限できる緊急事態条項さえ設ければ、憲法を改正しなくても、目的を達成できるからに他ならない。目的とは、つまるところ、憲法に縛られず、いつでも戦時態勢を構築できることだろう。

だが、憲法の理念部分に手をつけないで、はたして緊急事態条項を発動できるかどうかは自民にとって大きな賭けになるだろう。つまりこの条項だけで一挙に国民を戦時体制に動員できるかどうかである。たとえば、いくら中国の脅威を煽りたて国民の間に恐怖を組織しても、またそれがたとえ局地的な戦争を想定していたとしても、戦争放棄と平和国家を理念として掲げる現行憲法と真正面から衝突し、さらには形骸化しているとはいえ国連の理念に背反する以上、国民に「戦後70年の総決算」を問うものになるからだ。

その答えがはたして彼らにとって吉と出るか、凶と出るかは分からない。大きな抵抗なく国民がそのまま動員されるのか、それとも、この70年間たとえ消極的な形であれ戦争を忌避し、憎んできた国民が大きく強いノーを突きつけるか。「戦後70年の総決算」は、こうして60年安法闘争いらいの、国民と国家との正面戦となる可能性がある。ノーと出れば、言うまでもなく自民党は一気に瓦解し、権力を失うことになるだろう。それどころか、ノーの勝利は単に改正案の廃絶にとどまらず、戦後民主主義をより徹底化するラディカルな変革をもたらす可能性がある。

戦時体制にノーを突きつけるためには、彼らファシストが準備をしている現在から、ノーの声をあげ、それをはっきり目に見える形にし、点を線に、さらに面にし、面を高く積み上げ、深く掘りさげ立体的なものにしていく必要があるだろう。

戦時体制を補足すれば、「戦時体制から戦争へ」といっても、戦後、現在にいたるまで構造化された対米従属体制の下では、日本単独の戦争ではありえないだろう。PKO、あるいは有志連合という形であれ、かならずアメリカの指揮下での戦争参加になるに違いない。したがって日本ファシストは、たとえこのような従属形態を通じてであれ、ともかく「戦争ができる国家」を建設することを夢見ているのだ。だが、そうである以上、彼らが依拠すべきナショナリズムにおいて、大きな弱点を抱えることになる。中途半端にしか振る舞えないのだ。したがって、ここでナショナリズムをめぐって彼らと国民の間で亀裂が生まれる。この亀裂を右のナショナリズムを抑え、他者（他民族）との共存を理念として持つ方向で縫い合わせることができるかどうか、私たちは問われるだろう。
